Start with the vocabulary

Estimate, quote, bid, proposal — they are not the same document

These words get used interchangeably in conversation and they mean different things on paper. Knowing which one you are holding tells you how much the final number can move.

DOCUMENT 01

Estimate

A considered projection of cost based on what could be observed. It can change if conditions change — which is why the allowances in it matter as much as the total.

DOCUMENT 02

Quote

A fixed price for a defined scope. It should not move unless the scope does. If a "quote" is moving, it was an estimate wearing the wrong word.

DOCUMENT 03

Bid

A price submitted competitively against a specification someone else wrote. Everyone is pricing the same scope, which is the only situation where comparing totals directly is fair.

DOCUMENT 04

Proposal

The full package: scope, price, schedule, terms and warranty. This is what you actually want before signing anything, whatever the cover page calls it.

The practical version

Ask one question of whatever document you are handed: "under what circumstances does this number change, and by how much?"

A good contractor answers immediately, because they have already thought about deck condition and named an allowance for it. A vague answer means the change orders are coming and nobody has told you yet.

The checklist

Nine line items every roofing estimate should contain

Print this. Hold every estimate you receive against it, including ours. Anything missing is either an assumption someone made without telling you or a cost that is going to appear later.

  • Tear-off or recover, statedWhich one, and if recover, on what evidence the existing assembly is sound enough for it. This is the single largest cost variable between two estimates.
  • Roof area, measuredThe square footage being priced and how it was arrived at. A number pulled from an aerial tool without a site visit is a starting point, not a measurement.
  • System, thickness and manufacturerNot just "TPO" — which manufacturer, what mil thickness, what colour. 60-mil and 80-mil are different products at different prices with different lives.
  • Insulation type, thickness and R-valueWhat is going in, how thick, and what R-value results. This is where a cheaper bid usually hides, and it is the item that affects your energy cost most.
  • Cover board, included or notThe layer between insulation and membrane. Frequently value-engineered out to win a bid, and it is what resists hail and foot traffic.
  • Flashings, edge metal and penetrationsCounted and specified. Roofs fail at details, not in the field, and "flashings as required" is not a specification.
  • Deck repair allowanceA stated dollar amount or unit rate for deck found rotten or rusted once the roof is open. Without it, the number is guaranteed to move.
  • Warranty terms, both of themThe manufacturer warranty (what it covers, how long, whether registration is included) and the contractor's own workmanship warranty, which is a separate thing.
  • Debris removal, permits and cleanupDumpster, disposal, permits where required, and magnetic sweep. Small items that are annoying to discover afterwards as extras.

Nine items is not an unusual demand — it is roughly what a commercial roofing estimate looks like when the person writing it has actually been on the roof. Published planning ranges so you can sanity-check any estimate before you get to a conversation. These are for budgeting — the point is to tell you whether a number is in the right postcode, not to replace an inspection.

Repair or replace

The working rule: if repairing a section costs more than roughly 25% of what replacing the whole roof would, replacement is usually the better financial decision — because beyond that you are spending repair money on an assembly with limited life left, and paying for the replacement anyway.

Why two estimates differ

Six things that legitimately move the price

When one number comes in well under the others, it is rarely a better price for identical work. It is usually one of these six sitting differently in the scope — which is why scopes get compared before totals.

Variable 01

Tear-off versus recover

A recover leaves the existing system in place and installs over it. Cheaper, faster, and entirely legitimate when the assembly is dry and sound. Over wet insulation it traps moisture and the new roof fails early over a problem that was already there. The core cut decides which is honest on your building.

Variable 02

Insulation thickness and R-value

Two inches or three changes both the material cost and your energy bill for the next two decades. A bid quoting less insulation is not cheaper, it is smaller. Check the R-value, not just the word "insulated".

Variable 03

Deck condition and the allowance for it

Nobody knows what the deck looks like until the roof comes off. An honest estimate carries a stated allowance or unit rate for repair. A bid with no allowance is not cheaper — it has simply moved that cost into a change order you have not seen yet.

Variable 04

Penetration count and detail work

Every curb, drain, vent and pipe is a detail that has to be flashed. A roof with forty penetrations costs meaningfully more per square foot than an open field of the same area, and it is where the labour actually goes.

Variable 05

Access and staging

Crane or conveyor, where material can be laid down, whether the building is occupied, whether work has to happen outside business hours. A tight downtown site and a suburban warehouse are different jobs at the same square footage.

Variable 06

Slope correction

If the roof ponds, correcting it means tapered insulation, added drains or crickets — a real line item. A bid that leaves ponding uncorrected will read cheaper and will pond again. More on flat roof slope and drainage.

The deductible one matters most

After any significant Central Texas hail event, someone will offer to "take care of" your deductible. Texas law prohibits a contractor from paying, rebating, waiving or absorbing an insurance deductible, and requires that you actually pay it.

The mechanism is usually an inflated invoice to the carrier covering the deductible amount — which puts a false claim in your name, not theirs. It is the single most common way a property owner ends up exposed after a storm, and the offer is always presented as a favour.

And the thing there is no licence to check

Texas does not license roofing contractors. There is no state licence, so an estimate carrying a "Texas roofing licence number" is carrying something that does not exist.

Four steps, and the sales call is at the end rather than the beginning — because you should have the document before anyone asks you for a decision.

STEP 01

We schedule the visit

Usually within a couple of business days, sooner for an active leak. You do not need to be there unless you want to be.

STEP 02

We walk and document

Measurements, photographs, drainage, penetrations, and a core cut where saturation is suspected. This is what makes the number real rather than assumed.

STEP 03

You get it in writing

Broken out by line item, with the deck allowance stated and both warranties spelled out. By email, so you can forward it to whoever else needs to see it.

STEP 04

You decide, then we talk

Questions answered whenever you are ready. If the honest answer is that your roof has years left and does not need us yet, we say so — and the report is still yours.

Roof estimates — straight answers

Is a roof estimate free in Austin?

Ours is, with no obligation and no sales call required — you get it by email and read it on your own time. Most reputable local contractors also provide free estimates for replacement work. Be wary of anyone charging for a basic estimate, and equally wary of anyone producing one without physically getting on the roof.

How long does it take to get an estimate?

We usually schedule the visit within a couple of business days and send the written estimate shortly after, faster for an active leak. Anyone emailing you a number within an hour of your enquiry has not seen your roof, and that number will change.

How many estimates should I get?

Three is the usual advice and it holds, with one condition: compare the scopes before the totals. Three bids on three different scopes are not comparable at all. Take the most detailed one you receive, and ask the others to price that same scope line for line.

Why is one estimate thousands less than the others?

Almost always because something is not in it. The usual omissions are a deck repair allowance, a cover board, tapered insulation to fix ponding, or thinner insulation than the others quoted. Occasionally it is a genuinely leaner operation with lower overhead, but check the six variables above before assuming that.

Can a contractor cover my insurance deductible?

No. Texas law prohibits a contractor from paying, waiving, rebating or absorbing your insurance deductible, and you are required to pay it. The offer is usually funded by inflating the invoice to your carrier, which puts a false claim in your name. Treat the offer as a reason to stop the conversation.

Does an estimate lock in the price?

An estimate is a projection; a quote or a signed proposal for a defined scope is what fixes the number. What should be fixed either way is the scope, the schedule, the warranty terms and the deck allowance. Ask directly under what conditions the number changes and by how much — a good contractor answers that without hesitating.
